Examination of the Impact of “Life cycle of tourist attractions” on Local Governments in Tourist Areas

We have had more than 30 million foreign tourists in 2018 and now we have a lot of expectations for tourism to deliver economic growth to Japanese economy, especially in the local areas with the risk of “local disappearance” because of depopulations. They have started to travel local areas from large metropolitan areas recently, so it has been the one of the main problems how to attract foreign tourists and promote and the tourism economies in the local areas. However, we have understood rarely the situation when we come to succeed to grow a tourist area. A tourist area is an area for local residents at once, so we need to be put in balance between tourism promotions and daily life for the residents. It is the local governments that bring the balance to the area through the local policies. But we have had few studies about tourist areas in the field of social sciences, especially studies for the local public finances there at the dynamic change of touristsʼ demands and tourism economies until now. We have to deal with this theme and understand the situation and problems in the tourist areas. We verify the local public finance on the Ito City in Shizuoka Prefecture known as one of the typical hot spring resort cities in Japan. When we start to discuss it, we focus on the hypothesis of “Tourist / Tourism Area Life Cycle (TALC)” offered b R. Butler.Through the verification to the public finance of Ito City, we found some important points. Because of TALC and depopulation, the tax revenues have decreased and fiscal transfers from the national government increased until now. This means that the finance of Ito City has depended a deal on the national government finance, so possibly it will be hard for Ito City when the national government decides the reduction for fiscal transfers because of the fiscal deficit. But then fiscal demands to the city, for example sanitations and fires and disaster management, have not changed greatly because many tourists visited to there. So the city has to cater to the demands on their own resources like local bonds. The tourist areas have to foster the tax revenues and other revenues to deal　with the fiscal demands for tourists. For these subjects, they have to promote tourism economies from multiple views and look other ways for receiving recognitions from people.
