"Eurasian Multilingual Society and Language Policy" Report on Research Project No.239

This paper is a report about research on issues pertaining to the minority language education of the Inner Mongolia Autonomous Region, in China. It focuses on the Mongolian minority schools in pastoral areas such as West Ujimchin Banner. It compares curriculums in Mongolian minority schools to a Chinese school in the region, and also relatively examines with a Japanese school and a Korean school in Japan. In Inner Mongolia's elementary schools, pupils have been studying three languages from the 90's onward. Mongolian is their mother tongue, Chinese is their second language and their foreign language is English. The balance of these language's education in minority elementary schools are shown by in the first grade, the lessons' numbers in one week Mongolian : Chinese is 10:3 and, in the third grade, Mongolian : Chinese : English is 7:4:3. But, the interviews proved that language teachers didn't get a good evaluation on language education. One Mongolian teacher said, in the lower grades in the elementary schools a ‘three language education' causes some negative influence in learning the native language, Mongolian. Due to the backdrop of the language contact in Inner Mongolia, at the preschool stage more effort needs to be put into teaching the native language. In addition, the native language education in the cultural sphere of East Asia can also be seen. Due to views on the comparison of curriculums in Mongolian minority schools, a Chinese school, a Japanese school and a Korean school in Japan, we can grasp to what extent the native language education exists.
