This study aimed to clarify issues in research on in-service education for public health nurses( PHNs) and discussthe direction of future study for improving PHNs' nursing practice ability through a review of the Japanese literature.We searched the Igaku Chuou Zasshi database of Japanese medical literature for studies published between 2002and 2012 using the keyword“ public health nurse" in combination with“ in-service education",“ continuing education",“on-the-job training",“ human resources development", and“ training".A total of 24 reports were identified and analyzed. The reports were categorized according to purpose into studiesinvestigating actual conditions, such as systems or demand for in-service education, or into studies verifying theoutcomes and conclusions of actual training workshops. PHNs recognized the necessity of in-service education for newrecruits, but they also recognized that there was insufficient support for PHNs. The investigation focused on careerstage. In action research, attempts were made to relate on-the-job training to off-the-job training; however, workshopoutcomes were only evaluated subjectively by PHNs and continuous evaluation was not performed.Based on these results, future research should examine the effectiveness of education methods. For example,education programs for specific health problems, the timing and evaluation of programs, systematic and effectiveimplementation of training, and support from outside organizations, such as universities.
