Reconsideration of the “Hachinosujo-Struggle” : The transformation of the meaning of local community caused by Land Expropriation Act

[SUMMARY] The purpose of this paper is to examine what effect the application of Land Expropriation Act had on the local communities in the “Hachinosujo struggle”, which occurred against the Shimouke-Dam construction. Through this consideration, this paper focuses on the struggle over the meaning of the place rather than the conflict between public power and private rights, which has been the central theme of previous studies. Land Expropriation Act and other laws related to dam-construction prohibited residents from using freely the land and natural resources, which they could use before dam plan. The land and natural resources were transformed into a space for development and were disconnected from lives of the residents in the process of the application of laws. In other words, the application of Land Expropriation Act had the power to redefine the meaning of local community and transform the reality of local community lives into insignificance, extinguishing the rights that local residents had to their land. These transformation of the local community from living space to a subject to development weakened the local residentʼs movement to defend the place and finally paved the way of dam-construction. In this paper, I would like to shed some light on the meaning of the place and the relationship between the place and residents, which suffered a radical change with the dam-construction. This paper firstly describes the way of life based on documents left behind by residents of these local communities and close bond between the residents and the place. And secondly, I discuss the implications that some laws had on the residentʼs livelihoods. As a result of the transformation of the meaning of local community caused by laws, the place became beyond the control of local people.
