[SUMMARY] Amendment of “Salt Pans Reduction Law” to the increase in the compensation for salt pan labor in the Second Reduction of Salt Manufacture Area and its payment administration by the Monopoly Bureau-related to salt pan labor disputes of Muya District, Tokushima Prefecture-Under the salt monopoly system, the government started to plan the second reduction of salt pans in 1927, and decided to provide compensation to salters including salt pan labor and salt pan owners, for losses associated with the closure of salt pans. The basis for this compensation was the “Salt Pans Reduction Law”, which was submitted to the 56th Imperial Diet in March 1929. The purpose of this study is to clarify that the salt pan labor disputes in the Muya district of Tokushima Prefecture had an impact on the deliberations of the bill and the subsequent administration of payment of compensation for salt pan labor, and to find out the significance of the passage of this bill. The main historical sources used in this study are the minutes of the Imperial Diet, the internal materials of the Monopoly Bureau, and the annual reports of the labor movement by the Labor Department of the Social Affairs Bureau. In the Muya district of Tokushima Prefecture, there were four largescale salt pan labor disputes from September 1926 to February 1929. During this time, the Monopoly Bureau played an important role as a member of the conciliation team. To avoid the recurrence of the salt pan labor dispute was an urgent issue for the government, and it was under this background that the bill was deliberated and passed in the form of an amendment to the increase in compensation for salt pan labor. In the harsh working environment for workers in the economic recession at the time in Japan, where there were problems of dismissal, unpaid wages, and no severance pay, the individual amount of compensation to salt pan labor provided by the Monopoly Bureau was comparable enough to that of other industries. The four salt pan labor disputes in the Muya district of Tokushima Prefecture had an important impact on the deliberations on the law, and on the subsequent administration of the payment of compensation to salt pan labor by the Monopoly Bureau.
