Research Trends in Nikkei Migration and Ethnicity : Toward a Comprehensive Understanding of the Nikkei Community

[Abstract] This study examines how Japan’s immigration policies have shaped the formation of Nikkei ethnicity, focusing on the moral economy underlying these policies. Since the late 20th century, Japan has introduced various policies to regulate Nikkei migration, initially granting them special visas based on historical and cultural ties. However, economic demands and shifting political landscapes have influenced the state’s perception of Nikkei migrants, affecting their social and legal status. By tracing the historical evolution of Japan’s policies on Nikkei migrants, this study explores how the state constructs ethnic categories and negotiates inclusion and exclusion. While Nikkei people are often framed as “returning Japanese”, their lived experiences in Japan are shaped by structural constraints, including labor conditions, language policies, and social integration programs. These policies reflect not only economic considerations, but also a broader moral economy that situates Nikkei migrants within Japan’s imagined national community. This study further explores how the concept of moral economy provides a perspective for understanding the dual role of state intervention, —offering both support and control, and how this framework can inform future studies on Nikkei migration. Rather than presenting definitive conclusions, this study suggests that incorporating a moral economy perspective can provide a more nuanced understanding of how ethnicity is shaped by state policies and social expectations in contemporary Japan.
