Ministry of Education, Thailand, operates Thailand Cyber University(TCU)project in Commission on HigherEducation as the headquarters to promote ICT in education of universities. As the major missions of TCU, TCUdevelops and disseminates a free of charge learning management system(TCU-LMS)that operates e-Learningand provides SaaS(Software as a Service)by using TCU-LMS at own portal site to assists universities. Theauthor had a chance to join their activity of upgrading TCU-LMS program to add multi-language functions in2011,and executed a research to investigate effects of e-Learning when a university decided to take the full plunge todevelop international degree programs. Thus, this study involves discussions about not only technical aspect ofversion-up LMS, but also operation and management aspects.As results, the author could note that the promoting online learning project with nation level brought effects ofpositive externalities for universities to develop new international degree programs, and leading activities assistedeven universities that started later. This mean emerged market is not an oligopolistic market, but a monopolisticmarket. And, TCU decided a strategy to promote more communication in TCU-LMS portal site.
